Ramlan Hutahaean was an Indonesian Lutheran minister who served as the General Secretary of the Batak Christian Protestant Church (HKBP) from 2008 to 2012. He was born on 7 September 1955 in Sipahutar, a village in North Tapanuli, Sumatra. He graduated from the STT HKBP Pematang Siantar and was ordained as a minister on 9 November 1986. He was a supporter of S.A.E. Nababan, the former chairman of HKBP who opposed the government-backed P.W.T. Simanjuntak. He was arrested, tortured, and detained by the military in 1994 for his involvement in the HKBP conflict. He was elected as the General Secretary of HKBP in 2008 and faced various challenges such as the Ciketing church incident, where a HKBP pastor and elder were attacked by locals. He resigned from his position in 2012 and attempted to run for the chairman of HKBP, but lost to W.T.P. Simarmata. He was known for his advocacy for human rights and religious freedom in Indonesia. He died on 29 June 2021 in Jakarta due to COVID-19. He was buried at a cemetery in Jakarta.
