She played a significant role in mobilizing women for the 1965 parliamentary election and advocating for women's education. During the PDPA's rule, she served as Chairperson of the DOAW and worked for policies like extended maternity leave and the establishment of nurseries. Despite being imprisoned during political upheavals, she continued her activism, leading the All-Afghanistan Women's Union under the Taliban regime. After the fall of the Taliban, she remained a vocal advocate for women's rights, earning respect across political divides.
